    Behavioral implications of shortlisting procedures

    We consider two-stage “shortlisting procedures” in which the menu of alternatives is first pruned by some process or criterion and then a binary relation is maximized. Given a particular first-stage process, our main result supplies a necessary and sufficient condition for choice data to be consistent with a procedure in the designated class. This result applies to any class of procedures with a certain lattice structure, including the cases of “consideration filters,” “satisficing with salience effects,” and “rational shortlist methods.” The theory avoids background assumptions made for mathematical convenience; in this and other respects following Richter’s classical analysis of preference-maximizing choice in the absence of shortlisting

    This paper explores the possibility of defining a non-utilitarian normative standard for assessments of welfare and deprivation. The paper formalises a key aspect of Amartya Sen’s critique of the assumption of consistent utility-maximisation in the revealed preference theory and proposes a generalisation of the standard Samuelsonian choice model for the case in which choices are based on plural motives (here, self-interested and moral motives). Based on a set of intuitive assumptions about the way in which unobservable motives are linked to observable choices, we then construct an alternative normative ranking rule that can be used in non-utilitarian welfare economics to rank social outcomes or provide a normative basis for the construction of composite indices, for instance

    Freedom of choice to migrate: adaptation to climate change in Bangladesh

    Adaptation is an essential part of climate change policy. In areas where impacts are likely to be severe, migration is considered to be an adaptation option. In Bangladesh coastal areas migration due to climate change is contingent on people’s freedom of choice at individual and household level. Following Amartya Sen’s capability approach, we argue that there should be a line drawn between migrations by free choice versus forced migration. Sen’s capability approach focuses on the importance of people’s freedom of choice to act, and the ability to achieve what they consider valuable in their life. In this paper, we use an extensive empirical work engaging 22 focus groups discussions (8–12 individuals in each group) and 14 Key Informants Interviews in South-West Bangladesh to elicit how freedom of choice changes with the economic class and social status of an individual. Using these data we apply Sen’s capability approach to understand the role of the freedom of choice when considering migration as an adaptation option.     Autonomous transport and splitting of a droplet on an open surface

    Pumpless transport of droplets on open surfaces has gained significant attention because of its applications starting from vapor condensation to Lab-on-a-Chip systems. Mixing two droplets on open surfaces can be carried out quickly by using wettability patterning. However, it is quite challenging to split a droplet in the absence of external stimuli because of the interfacial energy of the droplet. Here, we demonstrate a standalone power-free technique for transport and splitting of droplets on open surfaces using continuous wettability gradients. A droplet moves continuously from a low to a high wettability region on the wettability-gradient surface. A Y-shaped wettability-gradient track – laid on a superhydrophobic background – is used to investigate the dynamics of the splitting process. A three-dimensional phase-field Cahn-Hilliard model for interfaces and the Navier-Stokes equations for transport are employed and solved numerically using the finite element method. Numerical results are used to decipher the motion and splitting of droplet at the Y junction using the principle of energy conservation. It is observed that droplet splitting depends on the configuration of the Y junction; droplets split faster for the superhydrophobic wedge angle of 90∘ and the splitting ratio (ratio of the sizes of daughter droplets) depends on the widths of the Y branches. A critical branch-width ratio (w2w1=0.79) is identified below which the droplet does not split and moves towards the branch of higher width and settles there. The present study provides the required theoretical underpinnings to achieve autonomous transport and splitting of droplets on open surfaces, which has clear potential for applications in Lab-on-a-Chip devices

    Fouling and boring organisms that deteriorate various European and tropical woods at Turkish seas

    This study aims to investigate the diversity of fouling and boring organisms damaging wood material at Turkish coasts. Trials were carried out at six harbour sites throughout the seas surrounding Turkey.Various Euopean and tropical wood samples were hanged down at a depth of six meters in the sea for a period of one year. Identification of the organisms obtained from wood panels revealed the presence offive wood borer and 26 fouling species. skenderun harbour had the highest boring organism diversity (five species) and it was followed by Trabzon and Finike harbours (three species) and Bandirma, Eregli and Alacati harbours (two species). The two molluscan boring species, Teredo navalis and Lyrodus pedicellatus were observed at all harbour sites, but Nototeredo norvegica was at Trabzon and skenderun harbours only. Bankia carinata was obtained only at skenderun harbour and the crustacean wood borer Limnoria tripunctata was found at Finike and skenderun harbours. All native tree species, except for the olive, were significantly damaged by fouling and boring organisms

    Dental centers have been referred to as a hub or reservoir for infection, where healthcare professionals and other staff, patients and the public together may potentially spread pathogenic microorganisms. This may occur via saliva, skin or indirectly through air, water, and contaminated surfaces or instruments. Everyone should therefore be considered as potential sources of infection. During a pandemic, limiting unnecessary care has been adopted as a clinical measure for some patient’s, to reduce the risk of cross-infection in the short term. However, in order to enable continuation of necessary and qualified care, dental processes need to follow specific infection control strategies in order to prevent transmission of emerging pandemic risks following COVID19. In this article, we develop a tool with practical recommendations to mitigate infection risks before, during and following pandemics to enable ongoing dental care provision in primary and secondary care based on national and global recommendations

    In this paper our aim is to show even though access to technology, information or data holds the potential for improved participation, participation is wired into a larger network of actors, artefacts and information practices. We draw on a case study of a weather information system developed and implemented by a non-profit organisation to both describe the configuration of participation, but also critically assess inclusion and exclusion. We present a set of four questions - a basic, practical toolkit - by which we together with the organisation made sense of and evaluated participation in the system

    Multicriteria ranking using weights which minimize the score range

    Various schemes have been proposed for generating a set of non-subjective weights when aggregating multiple criteria for the purposes of ranking or selecting alternatives. The maximin approach chooses the weights which maximise the lowest score (assuming there is an upper bound to scores). This is equivalent to finding the weights which minimize the maximum deviation, or range, between the worst and best scores (minimax). At first glance this seems to be an equitable way of apportioning weight, and the Rawlsian theory of justice has been cited in its support.We draw a distinction between using the maximin rule for the purpose of assessing performance, and using it for allocating resources amongst the alternatives. We demonstrate that it has a number of drawbacks which make it inappropriate for the assessment of performance. Specifically, it is tantamount to allowing the worst performers to decide the worth of the criteria so as to maximise their overall score. Furthermore, when making a selection from a list of alternatives, the final choice is highly sensitive to the removal or inclusion of alternatives whose performance is so poor that they are clearly irrelevant to the choice at hand
